Yeah, I try over and over and over and it doesn't want to work.
Same here except U instead of J.

Wait guys, I think we're just stupid.
You need internet connection enabled and your 3DS be connected to the internet for it to work. I just remembered that.

Then I just went back to scan the QR code except with my 3DS connected to the internet, and it worked first try. This is 10.3.0-28U on today's update of the payload.

Either that, or he stealth fixed it without telling anyone and being connected to the internet didn't really matter. The payload still says 2015-11-18 14:46:39 though, I think if it had been fixed then it would show at least november 19th, no?
Unless he's able to fix the QR codes without changing the actual payloads :P

Before trying with internet on, I tried once again with internet off and that booted me back to home menu and restarted my 3DS, just like it did before. Then I turned on my Wi-Fi and let my 3DS connect to it, and now it works like a charm. Tried deleting save file and rescanning the QR code several times, every time it's worked first try.

Kind of a facepalm moment now x)

That being said
Maybe the Japanese payload has a problem and the US one works fine. Or the EUR one too, since someone reported that one not working right either. I can't really test to see if I can get the Japanese one to work the same way I'm getting the US one working right now.
Though if you were able to scan the 10.2 code and get it installed you probably already have the internet connection so maybe the payloads and the QR codes really are bugged.

I'm sure it won’t help anything, the 10.3 J Ninjhax want to download the payload from this adress.
Code:
http://smealum.github.io/ninjhax2/JL1Xf2KFVm/p/N3DS_J_22528_9221.bin
everytime it load,it will bug out

That link works for me, and the payload doesn't look like it has been updated:
Code:
*hax 2.5 beta.2015-11-09 17:05:48

Yeah, maybe the USA one works and the EUR/JPN ones have problems then.
But like I said, I had the same problem as everyone else here had and I realized it was because I wasn't connected to the internet.

When I scan the 10.2E-QR I get "*hax 2.5 beta 2015-11-18" but it won't go into homebrew but crashes, because my FW is 10.3.0.28E.
Doing the same thing with 10.3E-QR with the same connectivity as before, it simply crashes and shows no "*hax..." at all but boots into the normal main menu.
The same behaviour as when there is no access to the internet at all.
Perhaps the payload is not fully transferred or the transfer from the webserver "hangs" for that particular payload file.
...or it simply delivers the wrong payload.

Edit: when I scan the N10.2U or N10.3U with my EUR new3DS and CN it shows also the starting screen of the exploit installer but crashes, when I want to proceed and start the exploit simply because the exploit and my setup don't match.

But it shows, that the N10.3U is downloadble and does "something" in contrast to the N10.3E or N10.3J.

I has an old3DS 10.3-E, and I get a crash too. Installing the 10.2-E one first, then manually replacing payload.bin is also not working. I suspect the otherapp payload is broken.

If you don't have another entry point to access HBL already, you wouldn't be able to insert those files into your CN save, I'm afraid :/
(Unless you have a Powersaves or another kind of save dongle and someone gave you a save file for those.)

I don't think the otherapp payloads could work on CN, could they?
When I tried comparing my CN payload with the otherapp payload downloaded from smealum's website, they were /massively/ different.
