Gaming Can't launch Chibi Robo

Hello, I have a 3DS with emunand rxtools 10.2.0-28 european, and I'd like to try Chibi Robo (NTSC), but everytime I try to run the CIA, it says "An error has occured. The console is going to restart" and it restarts into sysnand mode, I tried with 3 roms and it still gives the error, any ideas? Thanks!

European is PAL encoding. By design it is incompatible (for the most part) with NTSC. Some games have partial PAL coding to make it easier when the game is finally released in PAL countries.

Ah, so it's because it's not a PAL rom?

I don't know what he's talking about. We aren't running anything on old TV consoles here.
I also assume the error is not something to do with region at all. (more like a poorly built CIA)

Just take the chibi rom and use simple cia converter v 4.3 to make a region free CIA for your system.

I tried, but it did the same error :/
unless I have to check an option on simple cia converter

Even though the 3DS is not a home console, it still has different encodings in different places around the world to pass inspections. For instance, Japan uses NTSC-J, NA uses standard NTSC, Hong Kong uses NTSC-HK or NTSC-CN, EU, Australia, Russia, parts of Asia, Oceania, Brazil and a few others use PAL. The encoding is shown on the cartridges. That's the main way Nintendo does region lock
