Gaming Wii burn-in reduction, WHEN exactly does it kick in?

It doesn't seem to work on my console even after waiting for several minutes.

It only works when the game is paused with the home button. It's the only circumstance where it works.

On mine, when the mote automatically shuts off the screen goes darker, after like 5 min or so

It's a function of the system menu and the library that handles the home/pause screen so if you're playing a game you have to have the "home" menu up for the dimmer to kick in. The idle timer only runs in those two places. Some titles (but not all) will also trigger the dimming when the remote shuts off and the game displays the disconnected message.
