Hardware System transfer question

If I get a new 3ds and I want to transfer all my data and eshop games to it does the system transfer require an internet connection or require the new 3ds to be updated? I ask because I'm trying to get a new 3ds on a lower firmware so I can use my gateway I'm getting, but want to keep all my stuff from my old 3ds.

You will need internet if using the native transfer method. If you current 3ds is 9.0 to 9.2 you can move it to your new 3ds by spoofing the transfer with free multipatcher. But if you 3ds is on 9.3 and above then you will have to transfer to another emunand then wait 7 days to get it to the new 3ds. There is a tutorial on the forum.

That sucks. I'm better off just selling my 3ds and keeping the eshop games on there. I'll probably get a little more money. But thank you for the answer.
