A few questions

1: if you use a Japanese 3ds will it read an NA Pokémon alpha sapphire?

2: if it does will changing the nickname to the species name make the name a Japanese one?

Context: I traded for a scizor with perfect IVs, discovered I didn't want this scizor and traded it to someone else, the original trainer was from Japan so the OT is a Japanese name, but the nickname for whatever reason was "scizor". The person I traded it to wants the nickname to be Japanese as well just for consistency reasons, so I'm looking for a way to help her out with that.

no i have it installed except i dont know how to work it

You just need to follow the on screen instructions. It says which buttons do what and you have the rest of information there as well.
If it's a bit too complicated for you, you might want to wait until a GUI is done so that it's easier to understand.

1. It should, I'm not an expert though. If RegionFour works through the Homebrew Launcher then this should load foreign cards. Assuming the save files are the same.
2. Not sure.

The nickname could've changed if it evolved through trade. So it's name would become Scizor. If not this then I'm not sure why it happened.

Removing the nickname should make the original name appear in whatever the language is set for that pokemon.

Unless I'm missing something, the option to Set nickname to Species always sets to English, no matter the game/pokémon language. I tested with my own Ninetales caught on my japanese savefile. It was still reset to "Ninetales" instead of "キュウコン" (screenshot in attachment).

Your best bet would be using PKHeX just for the name, or if you'd rather not use a computer, note down the pokémon's original OT name/TID/SID/gender, put your own, give the pokémon its original whatever-foreign-name in-game with the name rater and then give its original OT info back.

I haven't used PCHex, but can't you just input a blank nickname? Maybe pchex doesn't handle nickname flag and that's why it sets the nickname to english species name, instead of disabling nickname, but I don't really know how the game handles nicknames when they are not set.

You can't set your own nicknames yet. The only option is to set the name to english name species.

And you can have pokémon with blank nicknames, it won't reset. The nickname flag is actually only used for evolutions (if it's unmarked the pokémon would have its name updated to your game language's species name upon evolving even if it was at a different language name before) and if they're originated from Gen 4/3 and were transferred through Pokébank (if they had the full uppercase name it'd corrected to only the first letter capitalized).

Is this going to get up dated so we can change the pokemon Trainer Handler info like the OT, ID, SID. And have an option on choosing nature. And Location On where are pokemon comes from and where?
