Hardware Do powersaves backups work between carts?

Okay, I have a few questions about powersaves,
1: Can save backups be shared between people, and restored with different PCs and carts.
2: Are we allowed to post powersaves save backups on gbatemp?

I've only tested this with Pokemon Alpha Sapphire but I was only able to get the save to load onto the card it was backed up from, no transferring saves between cards.

You can do it using save manager
