You're not making any sense at all! Can you provide an explanation on how this would work after you hypothetically convert your video?

Also you expect people to know what a format 36 is given an obscure internal identifier used by YouTube? That format is called 3GP.

OK OK, do you know the old method that use the login in to go in google? (but google not get results) i use the links of about page of my channel to go in google and in my server than i access the archives
And not all of 3gp works only format 36

I THINK I get it, but that's a bit troublesome if you just want to watch some videos. To begin with, you need Internet access. Then you have to convert your videos to 3gp with very specific characteristics. I'd rather do the thing where you split up the video into several 10-minute mp4s, convert them to BMPV/JPGV and play them with something like Sunshell, or wait for someone to make a video player homebrew.

Is there anything such as a Portuguese-speaking community for 3DS though? If there is it must be incredibly small, given it's only two countries.

I still don't fully get it. Are you gonna upload videos to a server of yours? Or is it for people to convert them and upload them themselves (to where I do not know)?

You can do the same with PLEX media server, no need to convert (PLEX do it for you in server-side before sending data) and accessing your server via google, you can access to all your server videos, via internet or local network
