I had to accept the updated Service Agreement from the Nintendo ID thing

You can get CN and sell it after that, so it's more or less still free (or buy it and return it). It's 98% sure that you need CN/OOT to inject an exploitable savegame into ironfall so that that game can launch the hbmenu. Everything else is just whishfull thinking.

Ok, that does actually make sense. I suppose the free could also be being able to install and launch the menu on multiple devices with just a single cart or dongle.

Yep. There's no other way to get a savegame into an eShop game. And yeah, you can just borrow a CN/OOT cartridge from a friend or use one to install hbmenu on 10 consoles.

Besides, you try creating a new NNID when you go to the eShop/transfer app/NNID settings and are told you need to enter your password, and then told either you need a password or you can't use this NNID on this console.
