Eur SSB is not region free, only the pokemon games are region free.

so how im i suppose to play ssb on a Us console?

Then it won't work.
First, to download a game from the eshop you have to buy it or install a legit cia of the game (if it has one) from your own region.
And if you install a non legit cia, it will install a false ticket in your sysnand/emunand (depending on where you installed it) and will prevent you from downloading the game/update (even if you want to buy it).

The only way to solve this is to restore the nand/emunand backup you made before installing the cia.

but that would make me lose all my data, ive jus finish playing pokemon x an jus got alpha sapphire

The emunand backup is just in case, you don't have to restore it when you restore your 9.2 sysnand.

To play SSB on a US console use a non legit cia, it works perfectly with this, or you can change the region of your emunand into european emunand.

I'm sorry if this has been explained, but I have not found a clear answer. What exactly can I do with rxTools and does it require any sort of modification to install, such as Ninjhax?

You can be at the latest emunand on any firmware under 9.2, and you can also play any games you want and installing themes (with this modified rxtool).
You need to install a cia like devmenu with ninjhax or pbt-cfw

I'm currently on FW 9.2 on an OG3DS. How do I go about installing this rxtool and is it capable of booting unsigned CIAs or do I need ninjhax and pasta for that?

just install rxinstaller using ur gw bluecard.boot into rx using ds profile.

Downgrade to 4.5/4.2 to install PBT-CFW and then install this on rxtool, or use ninjhax to install DevMenu on your sysnand and then you can launch it with rxtool

I don't have a DS flashcard that was ever compatible. Is there any way I can install this on 9.2 without buying some exploit?

Ugh downgrading looks like a pain and seems to be a windows only thing because of some software required, is there really no other way on 9.2?
