I was looking in the SD card of the 3ds (9.7.0-25E) the data of Pokemon Rumble world,then I find the sav of the game that is named 00000001.sav.So,it would be possible to change the data of the game (P gems,P coins...)editing the file with HxD or Notepad++?

I think maybe we could un-encrypt and then re-encrypt saves if we had access to those keys.
But since we haven't done that, I'm guessing we don't now, and may not in the near future.

To use the keys of one console, we must have an ARM9 exploit on this console.

You can't "put an exploit into the 3DS", exploits are found in system updates, not put there.
