You're supposed to install it. After its installed you have to open it up and drag the acnlram file into it.

- download the ACNL map editor
- place it on your desktop or wherever you have it
- right click the file
- unzip
- you should now have an exe file called ACNL Map editor
- double click the file
- it will open up the editor

If you have a mac, you should download Wine to open .exe files.
