Why is this a bug? You are saying the legit CIA you install shows up on your system as ... legit?
Lol this is the whole reason we upload the legit universal CIAs. This is why we said they are 100% legit, clean, perfect lol. They can be system transferred, yes.
It's not a bug...

It's how any preinstalled game works - you can delete it and still redownload it from the shop. It never shows up in purchase history, because there's never a purchase.

I don't know if the same'd work for system transfers if you've installed more than one 'legit' CIA though, since it's probably only set up to recognize one.

I thought this was obvious, since legit cias are read in classic mode/sysnand it was safe to assume they also get linked to the NNID like real bundled games.

I re-installed Alpha Sapphire just so I could use the Save Data Transfer Tool from the eShop so i could transfer and backup my retail Alpha Sapphire save :3

Does the game show up in your 3ds's download history as a purchased item even though you never actually purchased it? so it can be redownloaded on a clean ds thats signed into your nnid

It does not show up in the redownloaded list but type in the name of the game and click on it and it will let you download it that way

Not a bug

So your saying if I were to install a CIA of MH4U a game I dont own using PBT-CFW. download it from the e-shop so it shows on my account that I own it, reset my console completely to a clean sysnand and redownload my "purchased MH4U" from the eshop again even though I never bought it in the first place this isnt a bug?

If the ticket is legit, you can redownload...

Ya that's what I and every one has been talking about man. also you don't even need the ticket on the card or any thing just log in your NNID account with the 3DS with a new sd card (your 3ds formated) and it still lets you download it.

Are you sure system transfers work? I am reading a few conflicting posts of this on this forum and the other. I actually tried myself but failed also.

do the system transfer after doing all of this

1. Boot PBT-CFW and install DevMenu. Install all the Clean CIAs you want.

2. Boot into Gateway Launcher.dat using DS Profile Exploit and format emuNAND.

3. Boot into emuNAND with RX Tools. CIAs should be installed here.

4. Update emuNAND.

5. Put in a new SD Card, make a new emuNAND or update system nand with the same NNID that you use, and download CIAs from there.

6. Then try the transfer.

Did you leave both sys and emu linked? I unlinked them before updating emunand thats why.

I follow you on steps 1 to 4. On step 5, I will want to only use emunand with rx tools as I don't want to ruin my 3DS console as its under 9.2. So if I swap SD cards for a new one, do I extract the emunand from the old SD with CIA to the new one? So basically what I am saying is that I am going to use the same emunand in the partion but have the emunand create new folders on the SD for 9.6?

Or are you saying make another fresh emunand with gateway menu, update this separate emunand to 9.6 and then put in the same NNID? I thought if this is what you are saying that you can't have more than 1 3DS using the same NNID?

You can use the same emunand if you won't too it will work the same.

don't need the ticket on the card? where do you think tickets are stored? (the answer is nand)
i know you are talking about it, you are saying it is a bug.
the only reason there is not a thread about this already is because it is not a bug! :)

Does it matter if sysnand and emunand are linked or unlinked? I made them unlinked before installing CIA and before updating to 9.6? So my Nintendo folder on SD has 2 hashes which the CIA only installed on the emunand hash folder.

I had mine linked but should work unlinked. I had mine linked to install on my system nand
