http://www.maxconsole.com/maxcon_forums/threads/286487-3DS-N3DS-Gateway-Ultra-Guide claims that a cart with firmware 8.1 can be used to update the browser if you have a machine that is too early to have a browser available. I don't know if this is actually true or not.

On another website, we tried it with Super Smash Bros and it wasn't working.

It was because the system was in 8.1 so it wasn't prompting for an update. I think it will be the same for all N3DS as lons as they all come with 8.1 fw

on my n3ds, the browser asked me a question. it turned out to be an agreement, not update. are you sure it wants to go online and not just wants you to agree/turn on WiFi?

Rule of thumb: Internet-related features can only be updated through an internet system update. It makes sense for Nintendo to do, really, since they'd want as many people as possible on the latest firmware, and if you're going to use internet features, you clearly have an internet connection you can use to update.

Have you tried to restore your original nand dump that you made? You can backup your emunand so that you don't lose your cia's and etc.

Other than that, this is definitely a strange occurrence. Lets hope it doesn't happen to more people.

Uh-oh, here's another report of someone being able to go online yesterday, but being prompted to update before being able to go online today.

I have a 4.5 CFW on my 3ds and I have an online compatible MarioKart 7 Cia, and I used the online feature yesterday. Today it won't let me online locally or via wifi. Clicking online tells me I need to update the game?

Still awaiting confirmation at this stage, but I've removed my connection settings to be on the safe side.

different issue, this user cannot even access the internet browser, that person just seems to of lost his title update from the game......idk im guessing it may be possible that the OP of this thread just had some bad luck and his browser was somehow corrupted so the title was deleted from the system or something weird and 1 in a million million chance of happening......don't hit that panic button just yet

This issue was reported only on jpn new 3ds idk for the other region.

Also, I'm sure at 99% that it's only a "light" update. I had a friend that had the same issue when trying to update to 4.5 from à 2.x-0E

But still worth giving a try

Everything went well the day before yesterday (I can load browser, get into GW mode and so on)
BUT, TODAY WHEN I SWITCH ON MY 3DS LL, I CANNOT LOAD BROWSER, IT KEEP SAYING THAT: if you want to use the browser you must upgrade your 3DS via internet.
And so I just have no way to go into GW mode...can someone help plz?

Nintendo can block the web browser if they want.
