I am a believer that they have found a new exploit, but decided to just release the blocked one since most of their users had remained on 9.2 anyways. Until the n3DS is released all over, it is pointless to release so early. Got to make sure they're not on 9.4. If they aren't, I am assuming the 9.4+ exploit wouldn't be released unless it is blocked, or a long enough amount of time has passed to make a new exploit more profitable.There's another large assumption that the N3DS exploit (the miimaker exploit) was patched in 9.3+. While it's certainly possible it was patched, we don't know this for sure. The GW team might actually be holding back the N3DS exploit simply because they want to support the maximum amount of N3DS upon release as possible, as opposed to just the AUS and JPN ones. Not releasing it possibly keeps Nintendo from knowing what it is, and possibly keeps it from being patched that much longer.
This is just speculation, but even if N3DS launch with 9.3+, it might not be the end of the world.
