Dang haha. I assume you've got a dump of your clean 4.5 sysnand, just so that a hard mod is available in worst case scenario?
Standing to what they said on 3dsdev months ago, it is possible but Nintendo has a database of console-specific information (serials, or something else, I don't remember well) that gets checked server-side for being the correct region when you go online, if it doesn't match the correct region you can't use Nintendo online services at all. They also said that spoofing random serials is a no-go. So you need a console from the other region to copy the stuff from, and it makes the region-changing kind of unuseful.
Considering that two consoles connecting with the same information will very likely lead to the banhammer...
So if we had, say, a NA 3DS and a JAP or EUR N3DS we could spoof that serial information and do it that way?
If they already store information on all serials and what region 3DS belongs to me, it wouldn't surprise me if they also stored whether said 3DS was a N3DS or not. That's just a random guess though, someone else will have to confirm that.

i won't be complaining, the amount i have pirated i probably deserve to be banned lol (if nintendo are reading this, i have never pirated in my life, that was a joke)
well hopefully in the future, in reality no i have not gotten that far yet, and i might not be able to get further, at least with the resources i have (i'm not going to buy more/'fresh' 3ds consoles to test etc) you can have eur firmware yes, we could even write it to sysnand i'm sure, and make it only play eur games instead of jpn. --- but at the moment i personally have not got eshop to work yet.
some people might think this is worthless without eshop support, and well, it's not worthless since i haven't even released anything - but the guys at duowan said it would be very useful for some of them, some chinese games do not play well on japanese fw (or something like that, some combination etc) - the font is all wrong etc.
maybe it might be fixable by installing the needed font system titles, maybe it is not that easy.

Well I guess I will stick to CIA updates for different region for now.
You see I have a Japanese 3ds with capture card and a European 3ds.
I play European games on both, but when updates come out I have to install update CIA on the Japanese version -.-
The whole python thing is a hassle man.

yes, when i changed to eur, my profile name was still my name with japanese characters. although if you wanted to just change the name you could probably use one of the sdk tools maybe? or i'm sure someone could make a launcher.dat to edit the file in nand where the profile name is (i saw the file somewhere...)
