i said in the op, yeah when i tried to install a different region fw, well, they install but are not used, because my system is still not in the other region. i am sure if you change the region here - http://3dbrew.org/wiki/Nandrw/sys/SecureInfo_A (thanks friendxsis for the link ha) then the foreign titles you just installed would get used. but the file is signed and so we can't just simply edit it...I thought, maybe there are files not getting updated when doing it offline.
Did you try with your jp 3ds to make a full fw install jp > us (emunand) ?
Would be nice for a few n3ds user who bought jp version instead of aus when gateway updates their stuff (omega 2.7 only allows emunand 9.4)

make_cdn_cia <CDN Content Dir> <output CIA file> , for working in needs a file named "cetk" and "tmd" in the same folder as the files to add, having two files 00000000. example 0004001B00010002 and 0004009B00011B02 coliding is the other problem.

Delete the Nintendo 3DS folder? Can you just delete/rename it, then restore it? It contains everything from CIA installs.

cearp [speculation] Maybe the official firmware installer for 9.X does set a flag to start a routine at the 1st boot after updating (when the system says that it's preparing the home menu). [/speculation]
Reason to belive it: When 9.0 first appeared and gateway started giving support to it through emuNAND people got stuck with black screens because something went wrong and this routine hadn't started at all.

I'm "fairly" sure gateway patches 9.x during installation, as quite a few people have bricked their console when updating in gateway mode without emunand set up.....which sounds kinda like the 9.x emunand is not "stock"
Well I'm not sure, coz if you already download 9.x when on a pre-9.x compatible Fw it still boots it......so I was kinda assuming maybe they patch on install and/or boot up.....or maybe it was just changes in how the Fw is actually installs messes up if your in gateway mode....god knows, maybe I will try it out when I can be bothered hooking up my nand mod stuff again I don't.like keeping the port on all the time XDand it's not like gw are going to share what they did to make it work
--but still, that leads me to believe if you update SYSNAND like this, to 9.x, it WILL work.

Flashing 9.x emunand backup to sysnand DOES indeed work no issues, except the whole reading/writing being stupidly goddamn slow to do it lol
I've done it a fair few times no problem at all with my 9.0 and 9.2 backups.
