Hmm... That is really odd that it doesn't work on the 4.5 firmware. My Sky3DS is coming in a week time. Will try it on my 4.5 3DS XL.

If so then it can be blocked for sure.

Now that's not fair. Maybe he is using a rom that NEEDS the higher firmware.

i think he meant another <4.x game....maybe like oot(but i wouldnt waste the slot tbh )

but they should still show up anyway even if they require a update....and just prompt you to update(if it was a true 1:1 card that is)

well the way im seeing it is its either limited to 5.x+(could be higher like 9.x+ only)
or you got a faulty card

im guessing its going to be 7.x+ if its not a faulty card, maybe nintendo goofed when they added 7.x encryption and introduced a glitch in the cart authentication which is why it works on 9.x but not 4.x

DevMenu wasn't built into a retail rom. It will never work.
(even if it was I think you wouldn't be able to install anything, and even if you could install you wouldn't be able to run)

But he could try booting card with devMenu in the CFW (Also seeing if it shows something or it's really a piece of crap)

Under 8.4 it lists "Write protect".
This is far far out, but I'd find it insanely hillarious if the card used a hardware function like this to write protect after first writing and if it could be easily reversed by pinning.

It is to read and write the NAND. To take a dump and shove it back in (pun intended)!

Its a bit of an amusing coincidence that the card seems to be giving you difficulties - when they picked you for a review copy.

"Here, have a card and do a review on it!" - card doesn't work.
Hope you figure out what the problem is and get that review out ASAP. ^^
