Hacking "Update from storage media" not showing up

I'm trying to update my CFW to 4.65, the flash drive gets picked up, it's FAT32, PS3UPDAT.PUP is in the "UPDATE" folder on the root of the storage media but when I go to update on the XMB it skips asking me where I want to update from and skips right to "The latest update data was found. Version 4.55"

There is no disc in my system, multiman hasn't even been booted since my last reset. What do I do?

Do you run webman? Are any games mounted on XMB? What's the last game played? 4.55 sounds very specific.

You could also just try using safe mode and try upgrading there. The fact it's skipping over means there was some update downloaded into internal storage. You may need to delete that first.
