Hardware eShop / Account Linkage to 3DS Question

Hi, I got a free 3DS from a friend and he has a few titles he has purchased downloaded onto the nand.
I want to know if I can unlink his eShop account of the 3DS but keep the purchased titles, considering they are tied to the System only anyway.

What can I do?

The 3DS itself has very odd behavior...
Miiverse freezes the system, has issues with WiFi signals, and turns on after 5 seconds delay without the intro/3ds screen.
The system is 8.1.0-19U

A useless technicality for the most part.
eShop accounts in effect are the system, since they can't be separated.

Creating a Nintendo Network ID places things onto the ID. But ID's are still linked to the system.

If you wanted to system transfer to a more reliable 3DS, sounds like it wouldn't work. The program needs both systems able to use wifi.
In that case ask Nintendo for help.

So if I formatted the 3DS right now- I would be able to redownload the purchased titles- even though the "account linked" would be different?

I am not interested in transferring content, I plan on repairing the system.

If you don't have a Nintendo Network ID, the eshop account stays the same after formatting.

With a Nintendo Network ID you'll need to log back into it before the games can be redownloaded.

The games in question were downloaded to the NAND back in v4.0.0 days, so there was no NNID yet...
I created one in the eShop, but I'm not sure if the previously downloaded games are linked to that account now.
Are the games downloaded BEFORE the NNID service and creation linked after creating a NNID on the 3DS console?

Be careful! Deleting a NNID erases it, across all platforms. You'd lose any Wii U games linked to the NNID (if any).

I don't plan on deleting the NNID, I just created it lol...
But I do want to format the system.

Miiverse has never froz on me but I do agree about the wifi issues example loading a web page but never finishes most of the time hopefully Nintendo adressed this issue with the NN3DS/XL

You misunderstand, but I explained it poorly.
The literal wireless part is damaged, so I must be less than 2 feet away from other players in local play, and less than 2 feet from a router for Internet. The part was fried.
