I've been wanting to get a new graphics card for my pc and i was wondering which one would be better
EVGA 02G-P4-3751-KR GeForce GTX 750 Ti 2GB 128-Bit GDDR5 or a MSI R9 270 GAMING 2GB 256-Bit GDDR5.
they are both within my price range($200 under)

The 270 pretty much is a much more powerful card
personally I would save up a bit more and go for the 280 or wait for the new revisions

In case you can purchase with US dollar: http://www.reddit.com/r/buildapcsales

Next to that, I think the 270 would be the more powerful card, and would likely overclock better too. The big thing is to make sure your power supply will be enough for your card. What card are you using now?

If you don't have psu problems go for the radeon, else buy the 750 ti which is made for people with low budget who can't upgrade the psu

I would be leery of those cards
they have been running 24/7 at full activity, most likely overclocked, and for 3 months (or claims to anyway)
while the price is nice there might not be much life in the card left

Technically a lot of GPUs out there are factory overclocked. That's the case with GPU listed by Celice.

Where do you see that it is running 100% for 24/7? GPU do idle when not stressed.

he was using it in a crypto coin mining rig and by the sheer amount he has for sale I think its safe to say he had literately tons of dedicated machines running before gpu mining just wasnt profitable anymore
while many do ship with minor oc's that seller most likely oc'd them to the limit (or just so they wont crash under stress) to get the most power out of them
at least the guy is being honest and saying what it was used for unlike alot of other sellers though

That's assumption. The word Litecoin is on the title but no mentioning of it being used on mining.

Also this seller sells more than just one type of GPU. There is even some sever grade stuffs. Personally I think this seller is a computer parts store that bought these parts at bulks from other people.

But even with some high overclocking card do last longer 3 months. Sure the further you overclock the less lifespan there is (electromigration), but saying that an overclocked card will die within a year for 24/7 is exaggeration (unless the said card has subjected to liquid nitrogen cooling).

Why would anyone put litecoin in the title knowing full well it would degrade the value on a used gfx card?
Its just something to take into consideration knowing how exactly the card was used, thats all
That being said I might consider buying it, my 4870 is more or less out the door
