1. Is there a homebrew app or someway to use WPA2 on DS mode? I'm using a 3DS XL, R4i Gold.
2. I want to get new skins for the R4i Gold, but I can't find any. Is there skins that are compatible with R4i Gold?

1) No.
2) What loader does it run? If it is, or is based off, Wood or something then you can do Wood compatible skins. Where you might find such a thing I am not sure at this point (most of the old skinning sites have died, filetrip ( http://filetrip.net/ ) might have something though) but it should be a better jumping off point.
Beyond that most skins are usually basic images you can swap around at will, couple this with the DS screens being the same size regardless of cart and the hardware meaning 16x16 icons are the good stuff then you tend not to have too much trouble porting skins around from any cart to any cart.

wpa is not possible on ds mode, and why do you care? online services were closed... unless you want to use the fanmade servers...

There are still some games, as you mention there is the fan stuff and there is plenty of wifi capable homebrew out there.

I thought a handful of non Nintendo stuff was still kind of running? The fan stuff is still early but proof of concept Tetris happened some time back and has worked for a while. Bomberman, tetris, fighting, racing and Phantasy star apparently kind of work so there is a reasonable selection of things to see and do -- it is not like this is a world of warcraft server setup that needs to save characters, world states and do all that.

    Or, I also heard that if you use flash memory, it can act as more "RAM" at least windows tell me when I stick a flash drive into it.
