Hacking Gateway 3ds Download play

I have 3ds from New Zealand which I presume is a PAL 3ds, I have heard that people have managed to host download play from gateway by using games from the same region as the 3ds.

If true, this means I have to use PAL roms, which as far as I know; there are none of.
Can anybody confirm this?

Also, I'm curious to know if games from other regions can be downloaded through download play; for example.

Japanese 3ds with Japanese game -> downloaded to american 3ds.
 
I believe NTSC/PAL grouping does not apply to the 3DS. So it's probably EUR that you have to use.

That could be it, I've tried 2 USA region games with download play (Mario Kart 7 and Mario Tennis Open) but both of them had instant communication errors after I entered the multiplayer menu
 
Unfortunately, Download Play is region locked.
Yes that whole ordeal is unfortunate.

In other news I just loaded up my gateway 3ds with Mario Kart 7 EUR and download play worked perfectly between my two New Zealand 3ds, Its nice not having a PAL region lock for handheld consoles.
 
Oh come on this happens in a lot of stuff, once something become "standard terminology" it's hard to suddenly force everyone to change how they describe stuff, and let's face it the pal&ntsc rules are basically the same for region locking, it used to be due to different technological standards, but now they just apply the same limits across the regions except they specifically go out of their way to put them into place despite the technological reasons not exiting no more....and pal vs NTSC is simpler to say than European locked content and American locked content

I mean people still "tape" things on DVD recorders and pvr's
