Can someone translate this from Japanese?

I was trying to get a game working (the one I posted about in the User News section), and this error shows up:

Anyone know what it means? I went through a ton of effort to try another copy of the game, but it gives me the same response. Running as administrator and using compatibility modes do not work.

I can't help at all with the error message itself, but most issues I ever came across were from not running unofficial translations via Japanese locale.
Other than that I can't be much help.

Unfortunately, that's not the problem. If I didn't have the Japanese locale set, it'd just say "???????." That means it's something else entirely.
