Hardware Intel turbo boost problems

I just opened the intel turbo boost monitor to find its bouncing from 2GHz (eco) to 2.40 to 2.53 to 2.66 in matter of 20 second, is this normal for a laptop?

toshiba satellite a660
Intel i5 M450 @ 2.40GHz

Depends on the CPU load while you were watching it. If it is first time you have seen it working, you might have thought something was wrong but it seems like the turboboost is working fine to me. Maximum boost clock is 2.66 ghz for that chip. What issues do you think you are having ?

Yep it's fine, it only boosts up the clock rate when the CPU needs it, that's why it's bouncy.

Don't have turbo boost on my CPU but it did stick itself on 100% load after I fitted a new motherboard. Resetting the bios to optimized defaults sorted it out and it hasn't done it since.
