Looking for tools to help me change up Super Mario Bros 2 (ALL STARS)

So I want to change up the SNES version of Super Mario Bros. 2

I want to make graphic modifications and level modifications, is any of this viable, and what tools can I use to help me achieve this?

You could try using tile layer pro for gfx editing
for palette editing you may want to google some emulators that show that info as you will need hex editors etc

I take it that tile layer pro would let me change the sprites and the other graphics? Is it available on this site?

Also would you know of anything that can help me change the actual level structure, or maybe the "cutscene" text? The text part maybe I can figure out myself as I'm aware there are tons of tools made for translations.

Tile Layer Pro edits a roms sprites
For map editing, you can try using special emulators where you can change the games ram memory and stuff and save it
