Gaming New Super Mario Bros. 2 DLC hacking?

Could the course packs be hacked to make custom levels?
They are stored on the SD card.
How can I work out which files are the levels?
(The naming is obscure).
Could anybody look into the file format? (Treeki might know something about this).

If the DLC wasn't encrypted/signed, then what would stop one person from downloading it and then just putting it online for everybody else to stick on their own MicroSD?
