The region locking on the DSi/3DS is in no way related to the television standard in given regions, therefore we opt for EUR, USA, JAP, KOR and iQue (for iQue releases only, meaning China) instead.
I'm not even being di*kish here, so don't treat it as offense, but the terms "NTSC" and "PAL" are ambiguous when it comes to handhelds, really. That, and they're factually not NTSC, PAL or anything else. I will stand corrected the day I see a sticker on a Nintendo handheld designating whether it's PAL or NTSC (which MAY happen provided the handheld will have a TV-OUT, but I digress).

Actually, I swear to god, I posted this explaination at least 5 times throughout my stay here, and I do frequent other forums where people also don't quite get it. The fact that a product is sold in an NTSC or PAL region doesn't make it PAL or NTSC... but I digress.We went so long without this argument on GBAtemp. :/
Korean games should play perfectly fine on any DS-Compatible system. The iQue DS games on the other hand will not, as there are some minor hardware and firmware differences between the DS and the iQue. The only way to boot an iQue game on a normal DS is to do it via a flashcart, as some System Menus contain the information that's missing in the standard DS (namely, Chinese fonts and some random stuff related to them).k.
