Maybe, but you won't be able to run commercial games for 8 years (minimum, and even then they won't run very well ).
But, since we can't even LOOK at the Wii U's files yet it'll probably be more like 10+ years before commercial games may start becoming emulatable, maybe.
It really depends on : (in order of steps)
1) How long it takes to decrypt Wii U software
2) How long it takes to hack the actual Wii U
3) Who's willing to take it on (looking at the PS3 it took 6 years for a group to consider STARTING emulation, probably since it's very difficult)
And even then Wii U emulation would be iffy on modern computers at best. You'd have to have a very powerful modern computer to even think about it.
Also, as a response to your "because:" :
1) It doesn't matter. Interpreting Wii U code is VERY different than interpreting Wii code.
2) That's irrelevant to being able to emulate the game. (playing it is important, but the type of controller has nothing to do with being able to interpret the game code)
