When I use GTS, many people need reshiram or zekrom below level 9!
Gonna use pokegen and get many and trades!

The GTS can detect hacked pokemon..reshiram and zekrom cannot legitimately be level 9. therefore it will raise a flag in the GTS and won't let you trade them.
the reason they all say Level 9 or below is for cloning purposes.
Don't bother.

theres a lot of events that gives you a LV1 reshiram/zekrom....

my friends got a lv1 zekrom in pkmn black 1 , it says:apparently had a fateful encounter, or they were cheating ?

ducklett on the bridge to the left , basculin on lostlorn forest and panpour on lostlorn forest

only saw 1 wild water type until that town at black 2...azurill
next one would be that duck which appears sometimes at the bridge to driftveil city (the small round shadows which appear there sometimes which either gets you a random feather or a battle with that water/fly duck pokemon)

i recommend to evolve an eevee with a waterstone

you can still get some other through the dreamworld, such as the good ol' magikarp or even a relicanth

i really feel like this game lacks of water types until you got the surf and dive HM's

fire-types are even more rare o.O

...or i'm just doing it wrong...

Pretty sure your friends were cheating. AFAIK the only legendaries that you could get at level 1 were Dialga, Palkia, Giratina through some process in HGSS.

i searched for lv1 legendaries and its phisicaly impossible to have a legit lv1 zekrom/reshiram, they were cheating.
they said that they got it on a event, that didnt happened.....
