Just my thoughts. I own both Wii and WiiU. At the moment I dropped WiiU Emulation, for Wii emulation with more fun, and much more reactive device.
My assumption is, WiiU is for standalone Retroarch using WiiU hardware and hdmi output for lcd'ish TV, and real Wii is for Wiiflow plugins (RA, mGBA, Snes9GX...), standalone emulators, or VC with excellent 240p output on Real CRT.
Emphasis is nowadays on almost full speed of 16-bit consoles, GBA and especially PS1 with dynarec for both WiiU and Wii. C2wii is a bit useless for me.
Trying to answer your question : afaik, c2w needs to be activated by emulators devs. Some are, others are not. The few activated in my mind are WiiSXR, Not64 and/or Wii64, and that's all. Maybe some more frames per second for N64 emulation, some Wii and GC games.... On those emmus you can verify if overclock is active browsing Settings/Credits
In other hand WiiUVC injects could not handle c2w. Hope that help
