What I think is Trump sent those warships there with a quota to meet. Because three warships attempting to lay a naval blockade for God knows how long certainly is going to sound an awful lot of a huge waste of tax dollars if they just lie there doing absolutely nothing.
I'm not going to speculate on the size of power of Venezolan drug cartels, but why would they pass directly by those war ships if they can avoid them by literally hundreds of kilometers? (Venezuela has 2800 kilometers of coast line so plenty of non US warship territory)
But no... Trump called for results. Marines know they can't admit there's no threat within the vicinity. Or that their drugs sonar isn't a thing. So someone invented a hoax like the WMD'S: a lie to please the xenophobic base at home and show the world that the us isn't to be messed with. So some poor nearby fishing boat gets shot: because the army is more afraid of displeasing their manbaby-in-chief than moral ethics or international reputation.
Trump probably believes it is an actual drug boat. Without any proof, without any accusation, without anything. He believes it because he pretty much ordered it to exist, and the army is made his bitch that has to comfort to his sick world view.
