I have an issue with my 3DS that I haven't seen elsewhere. I own 2 New 3DS XLs, Console A and B. Console A was my primary console and was the one I used since childhood. It had my NNID, legit badges, hundreds of street-passes over the years things like that. Both consoles have CFW installed. Unfortunately, console A became completely unrepairable after water damage, but the SD card is still able to be read when plugged into a computer. I contacted Nintendo customer service to perform a remote system transfer. They were able to help me, but it seems what they did was different from a traditional system transfer. From what I can tell, the data from my old SD card did not get transferred to Console B, and instead they were simply able to unlink my NNID from Console A, and I was then able to sign into Console B.

I am interested in a few things. I would like to know if it is possible to transfer the other data from console A's SD card to Console B. (Data such as badges, Street-passes, and installed titles). Since console A is dead and cannot be powered on, is this possible without a regular system transfer being possible? And if that is not possible, I would at the very least like to be able to retrieve a list of the cias that were installed on Console A. I am interested in this because console A had over 600 titles installed, and it would be a pain to remember everything by memory, so if there is a way to at least have that information, I can manually install the titles again.

There have been many, many threads on this subject already. Did you not find https://gbatemp.net/threads/restore-save-data-from-dead-3ds-2ds.606907/ ? Be sure to read the first few posts in the thread.

I need to emphasize (because recently there was someone who didn't seem to get it) that the easiest way to identify titles is to look at the names of the relevant folders on the SD card and look them up one-by-one at https://hax0kartik.github.io/3dsdb/ .

Badges are normally linked to your NNID – but of course Badge Arcade has been shut down and there's no way you can download your old badges from there anymore. You might be stuck there. There are various badge management tools available; I'm not familiar with what exactly they can do, or if they can work with data stored on the SD card.

I'm not sure what you mean by "Street-passes", but some StreetPass data is also stored in the 3DS internal memory and not on the SD card.

Thank you for your reply, the information provided was very helpful. Sorry I didn't find the other thread, I must have missed it in my search. By "Street-passes" I meant the hundreds of miis I had in my Street pass mii plaza. I also had plenty of hats and a legitimately completed puzzle swap.
