What exactly are you asking..? What homebrew application are you referring to? Do you have the code? Do you have any idea how to compile it?
If enabling extended memory mode would make the program "run a little better", then the person who wrote the application you're thinking of probably would have written it that way in the first place. There's no reason to expect that making that change will immediately enable a performance improvement.

they did NOT set it to extended memory mode and I'm going to try to do it myself (im probably going to fail) but its just something to help me learn what I'm doing

That game runs in an emulator in 3DS mode. DS games run in DS mode. Similarlly, mGBA runs GBA games in 3DS mode. Virtual console GBA injections (and open_agb_firm) run in GBA mode.
Wireless streaming with NTR CFW is only available in 3DS mode. Period. The only way to stream in DS mode on a 3DS is if you get a hardware capture card. These are expensive and I'm not sure they're at all easy to find anymore.
(Streaming from a DS Lite, however, is relatively simple and inexpensive solutions are available.)
That is not possible. You can install a forwarder that will put the DS game on your Home menu, but it will still run in DS mode when you start it.
There is no way to magically make the system "think" a DS game is a 3DS game.

Not really..? I'm not sure why you would say that. (Also boot9.bin is absolutely not system-specific.)
If the unit is completely dead, you will have to bruteforce the encryption key. In order to do this, you will either need a Mii QR code generated on the unit, or you will have to run homebrew on a second unit that has the first unit fully registered (with Mii, not just "provisionally registered") in its Friend list.
If you have neither of those things and the unit is completely dead, then there's pretty much no hope of decrypting the save data.
After two charges of my new 3ds(non XL) with a new battery bought from ifixit when It fully charges It reaches 100% , but when i turn it on It starts from 92% instead of 100% , what did i do wrong ?

There is no coulomb counter or energy meter which could be calibrated in 3DS consoles -- at least as far as I know. The percentage is probably derived from the voltage. An aftermarket battery with sligthly different chemistry will have a slightly different discharge curve resulting in inaccurate values.
If the battery lasts an appropriate time (and does not cause red blinking warning for two hours before lower cutoff voltage) there is not much to worry about

I hope it's okay to ask questions about Azahar here too. What is "safe" to do "online" with Azahar? Can I go and download game title updates? It's been a while since I dumped stuff with GM9 and I know how to created unencrypted game files but I don't remember how to grab the updates
Also I've read that you shouldn't go online with your 3DS and Azahar at the same time, does that include just being in the Home Menu? If so I might be screwed already...

Hmm yeah I guess, thanks for easing my fears. I'm not afraid of my new 3DS / Azahar getting banned but I worried because my Nintendo Account is attached to it, if Nintendo bans that my Switch will be affected too.

That's understandable, though I don't think they're really monitoring 3DS activity anymore so chances are good you'll fly under the radar. If you want some extra reassurance, disable the settings for sharing usage statistics. That way, your console isn't sending back any info on what you're using.
