I am old enough for had installed:

MS-DOS 6.22 from 4 3.5" HD diskettes
Windows 3.11 from 7 3.5" HD diskettes
Office 4.2 from 28 3.5" HD diskettes!!!!!!

You might have had 2 3,5" drives, but more common setup at earlier times was one 3,5" as A: and one 5,25" as B: (IIRC my first self made PC had that kind of setup due reasons - Ultima IV/V in particular)

My first Computer had 2 5.25" readers NO HARD DRIVE.

so you put the OS on the first unit, boot the computer, and load programs from the secondary drive!!!!!!
