I don't think you can find an ipa backup of the ios game since it's been delisted long ago and no one made a backup (or i just can't find it myself)

Why just the text of this version, and not the fan-translated one for SNES or official for GBA (this multilingual, moreover) to be ported to PSP?

The psp version got way more text besides the iOS version is a English translated version of tales of phantasia full voice edition
