WBM predates wit by quite a bit, I think. Technically, I think it was written from scratch but it might've been loosely based on wbfs_file, but it has a lot more features than what wbfs_file would've offered. Before WBM, all the GUI tools were frontends for wbfs.exe or wbfs_file.exe and they weren't very good.If you're not scared of a command line tool, you could use WIT. Wii Backup Manager is basically just a graphical frontend for that
