so could I get a heat sink with 2 fans on a raspberry pi and then put it in mineral oil AND THEN connect a radiator two it is will it break it?

Mineral oil is non-conductive and shouldn't cause any damages to your Pi.
But I also agree with the notion of just putting on heat sinks and putting it in a case with a fan.

I still don't think it's worth the hassle just for a Pi. I can see why you'd want to do it to a desktop PC though (but my answer would still be don't, although for a different reason, it's incredibly messy whenever you want to change out parts or add new parts, or you need to take it apart for some other reason, and also any parts that aren't cleaned off immediately after removal will then start sucking up dust and you'll get a crusty layer of dust that's almost impossible to clean)

erm, that sounds so... useless. Plus, mineral oil does screw plastics over time, so keep that in mind. Also, the thing will get oily as fuck.

But not only is that pointless, it's going to harm the plastic in the long run. Again, dealing with electronics soaked in mineral oil is a pain in the ass. But hey. Do whatever you want.
If your fan and heatsink can't sufficiently cool your pi and your not OC'd then you have an airflow issue. Oil cooling is for holding turbo boost for as long as possible, like video editing and rendering, but for a pi may be Overkill. I've had this idea before but never had enough heat generation to justify it.
