This is the easiest way for anyone who lives outside the US to get videos from Nintendo Video.
Just change the Primary DNS on your 3DS to 184.22.4.38 and the Secondary DNS to 184.22.4.37. And thats it!
This also works for Japanese 3DS systems.

No, it doesn't............If you have imported it from the US and you live outside the US it won't work....it will give you a message saying 'The Nintendo Video Service is not available from your current location'.
