Hacking Zoning and games

I hope this isn't a dumb question I have searched.

Is there a way to fool the zoning, or change it in the 3DS? (Not for roms, for actual 3DS games)

Or perhaps a hardware mod? I am interested in playing Japanese 3ds games.
