Hardware XBox1 "demo" controller 1697?

Main PCB = X902914 - 005
Daughter PCB = X901912 - 007

Model on sticker = 1697
Has "Hello from Seattle" above barcode on sticker.

Apparently there are x2 of these, I am currently working on one. When plugged in by usb cord, they register and work just fine.

However, when I insert batteries and try to power on controller, (X) home button will light up and fade off. No blinking. Tried replacing main board thinking that it was a power issue, but now I'm baffled.

Owner got these along with a store model, and had safety packs on them. No longer has safety packs/cords. So... "demo" controllers???

Wants them to work like regular wireless controllers.

No burn marks or signs of bad parts.

Replacing daughter board seems like last option, or just buy new controllers. But they still work wired in.

Any ideas? Because I'm at a loss here...
 
I got one of these GameStop dumpster diving one time. I was in the same boat never could figure it out ending up using it as a wired controller
