Xbox gamers looking for a more personalized Xbox Live avatar or club picture will be left wanting for the forseeable future. In an efort to reduce the extra workload on their moderators due to COVID-19, Microsoft has temporarily disabled the ability to upload custom gamerpics and club pictures. The official statement on Xbox's support page reads as follows;
As people look to gaming for social connection, we’re seeing record numbers across Xbox Game Pass, Xbox Live, and Mixer. To streamline moderation and ensure the best experience for our community, we’re making small adjustments. We've temporarily turned off the ability to upload custom gamerpics, club pics, and club backgrounds.

Anyone who already has a custom gamerpic or club picture/background hasn't seen theirs removed. As of now, there's no word on when the feature will return.

i was expectingthe reason being more about obcene pics than just bandwith
I suppose with so many people trying to use the service at the same time, anywhere they can save on bandwith is worth it. That said I'm sure keeping obscene pics at bay factored into it
