That is a much older R4 model from www.r4isdhc.com, the reason why it runs slow is probably because of the microSD card it is using, I say this because I had a similar issue with my Acekard 2i. All I had to do was switch the microSD card with something more modern and now it runs perfectly. As for upgrading I recommend the R4i Gold 3DS Plus flashcart.
