ROM Hack Would I be able to make DS roms into .cia files?

Actually, you can and they do work. The catch is that cart access won't work so the rom has to be one that was programmed to run entirely in the DS's RAM. Which means download play demos and possibly some homebrew. There are several demos (including some ripped from those download play demo carts, I believe) converted to dsiware cias over at that iso site.
