ROM Hack Question Witcher 3 Edizon

Hey all, is there no config for edizon for Witcher 3? I don't see it listed on the git page.

So I figured out how to install mods, but I'm still having trouble understanding the situation regarding cheats. I still can't find a cheat file for witcher 3, but for some reason there is a txt file in my contents/titleid/cheats folder that sure looks like it's supposed to be witcher cheats.
