Hacking Will Tomodachi Life EUR cia work on my USA 3DS?

I downgraded to 9.2 a few weeks ago,
My internet has a bandwidth limit, so i didnt want to download something i wasn't sure would work.
Will Tomodachi Life EUR cia work on my USA 3ds? I prefer the British accent version since my parents are from england.
Also, what would be the best way to install Cias? I have heard good things about BlueMenu.

If it's patched, yes. If it's not region patched, then no..but, I think you'd have a hard time not finding a non-patched one. But, yes, it will indeed work fine.

Also, they say BigBlueMenu is the best way. There is also FBI, but people report issues with it. (No idea why.) Just use BigBlueMenu to be safe.

Does it have to be Region Spoofed?
I couldn't find any one that clearly stated that it was spoofed.
