...another version of HorizonOS that does actually change something? Even when Nintendo has released a major version recently, it has mostly been background changes to slightly delay Atmosphére.

See the 3DS which was put on the backburner and only gets patches as a middle finger to homebrewers.

Nah, they're most likely working on the next console now. (Themes ain't gonna happen lmao, cope) And they definitely aren't purposely trying to screw with homebrew, they stopped doing that after the wii

They did? They keep patching exploits though, and the security changes in 7.x HOS broke Atmosphere until sept could be developed.

They aren't going out of their way to screw over atmosphere, they would've patched those bugs even if nobody got homebrew

Maybe not on the Switch, but on the 3DS they definitely did a lot to purposely screw over homebrew. Forced updates to exploitable software, or pulling them from the eShop when that wasn't possible. Patching numerous userland and kernel exploits after the fact, exploits they would likely never have found if it weren't for homebrew.
It just happens that the Switch doesn't have many exploits of note, so there hasn't been much for Nintendo to patch.
One could also argue that patching the RCM exploit on newer Switches was done to mess with homebrew/hacking. Although that was done from Nvidia's end and might have been something they were going to do anyway, since it affected more products than just the Switch.
