As far as I know if you have AutoRCM you could downgrade to lower firmware that have proper fuses count. You could check what fuses count you have by uploading special (i don remember name) payload that show you're fuses count. If you don't have AutoRCM downgrading is possible but Switch not boot to OS, because 9.X have more efuses brurned that previous fw from revision 8.X.
