My WiiU's IP Address changed from 192.168.XXX.10 -> 192.168.XXX.14?
That's a local ip address, which can change at pretty much any time. If another device takes the ip address the Wii U was using, the Wii U will just grab the next available one. This happening at the same time as the ban is more than likely just coincidence.

every 192.168.xxx.xxx address (or 10.xxx.xxx.xxx) are dealt by your router; nintendo or your internet provider can't see these adresses or change them, or even access them via internet
only the router that you are connected (or by manually editing theese settings on the router or connected devices) can change them.

This isn't accurate. If you rent your modem/router/pieceofgarbage combo from your ISP, it's absolutely possible they could change something. Did they? Very highly doubtful. I know for a fact Comcast can access their router/modem combos from outside. I think it uses something called TR-069, or it use to anyway.

my router has a supervisor account, the ISP can login through outside and modify settings
however my explanation didn't cover this situation because it's not realistic that your isp accesses your router and for fun changes your devices internal IP's...

Obviously, doesn't make your statement true though does it? That's like telling people you can't gain a level in a game from a monster that gives you 5xp because you need 5 million XP. It's also why I said "Very highly doubtful." I went back and bolded that for you.
