If you mean safe for modded Wiis, then I have no idea. I have D2C, so no modchip for me (yet). Other than that, then yes, it's perfectly safe.

Is there an official Wii Keyboard, or can you plug any old keyboard into the USB port in the back of the console?

Works as far as I can tell. Australian PAL Wii, DMS chip, Wiikey 1.9b & 3.0 - 3.1. Haven't got a chance to try a keyboard yet.
