Not sure if they're actually locked (didn't really watch the vid) but judging from the image what they meant might have been "every user can have his/her own save file on one game on the same system" which is a good thing.

I only remember them saying at e3 that it will come "soon after" the WiiU Miiverse is rolled out. Probably a few months.
